This position provides leadership and direction for the areas on Purchasing, Strategic Sourcing (Contracting), Capital, and Value Analysis. This position reports to the Administrative Director, Supply Chain Management.

Develops and implements department-specific customer service and financial goals and objectives consistent with VMMC’s strategic plan and goals. Interacts with service lines to understand customer requirements and integrates those requirements to develop new business processes or practices.

Participates in the development of long-term strategy and vision planning for Purchasing, Value Analysis, Capital, and Strategic Sourcing and the Supply Chain organization. Responsible for developing strategies and alternatives to achieve service and cost effective operations.

Responsible for the design, implementation and management of essential Purchasing, Value Analysis, Strategic Sourcing, and Capital program deliverables. Tracks and reports hospital wide related cost reductions. Responsible for ensuring assigned savings targets are met.

Oversees all aspects of human resource management, including recruitment and retention, analyzing staff mix and deploying staff, ensuring competency of staff through development and regular evaluation, and providing disciplinary counseling.

Facilitates and ensures provision of a high level of service to customers. Reviews customer service-related statistics/trends; as appropriate, conceives and drives changes in the department to resolve service-related issues. As needed, addresses customer complaints, concerns and suggestions and provides appropriate follow-through.

Forecasts staffing, capital and operating budget needs in evaluating and reporting on the department’s position, financial situation, resource and space utilization, etc. Monitors performance against budgets and makes adjustments as needed.

Plans and organizes staff and resources to meet customer needs. Ensures routine maintenance is performed, problems corrected and systems in place to ensure a safe, comfortable environment for staff and service delivery.

Participates in organization-wide committees to establish or improve customer service and administrative plans and policies. Represents VMMC to local community and business groups. Develops and implements department specific policies and procedures and implements and monitors system standard work.

Bachelor's degree in business, supply chain management, or a related field required. 5 plus years of healthcare contract management, supply chain management or related experience required. Minimum of 4 years management experience required. Must have a comprehensive understanding of advanced contracting and procurement techniques, including strong contract negotiation ability, and the ability to draft contracts and service agreements. Experience in cost containment and expense management activities, including a firm grasp of financial analysis is also required.

Must have exceptionally strong skills in change management; demonstrated excellent verbal and written communications skills; the ability to develop and work in a team environment; strong relationship and conflict management skills; organizational skills and the ability to prioritize when competing needs exceed resources. Demonstrated strong interpersonal skills with the ability to relate to, influence and provide leadership in establishing policies for clinical and non-clinical supply chain management processes required. Demonstrated ability to turn around operations and proven experience leveraging creative solutions for Supply Chain. Experience managing GPO relationships required.

Proficiency with Microsoft Office is required.

Preferred: Master’s degree; CMRP or CPM certification a plus.
